Does God Decree ALL Things? What does this mean?

Warren McGrew of Idol Killer debated CJ Cox on this very topic on Marlon Wilson’s YouTube channel the Gospel Truth. CJ affirms that God has a singular, eternal, effectual and meticulous decree of whatsoever comes to pass, including all evil with specificity. Warren objected, focusing on three defeaters: providing passages in the Bible demonstrating multiple decrees, resistible decrees, and even states explicitly that things happen that He not only did NOT decree but did not even think to decree. Warren went on to note how that claim entails evil being an eternal attribute which God expresses in His creation, making Him deceptive and negating the reliability of Scripture entirely. For his part, CJ claimed God is both light and darkness, that in a certain sense He is the author of evil, that when He says He did not decree or think to decree something this means the exact opposite.
